Process Oil Truck Loading Requirements

General Requirements:

  1. All trailers will be inspected prior to loading. Inspection includes LEL (lower explosive limit) detection for hydrocarbon presence. Loaded trailers will be sampled and tested prior to release (by compartment).
  2. All trailers must be clean, dry, and vapor-free certified by:
    a. Cleaning certificate provided to Excel Loader upon arrival (Diesel cleaning is not acceptable).
    b. "Compatible last contents hauled" as demonstrated by bill of lading provided to Excel Loader upon arrival.

    "Clean" shall mean: trailer must be free of water, free of any visible particulate and well drained. Trailers that are not clean will be rejected.
  3. All loads are by appointment only. Any changes should be handled through individual carrier dispatch and ConocoPhillips. Excel Paralubes will load trucks all day, every day, except at 6 a.m. and 6 p.m.
  4. Drivers must provide strapping tables per compartment upon request. Compartment capacities must be clearly marked.
  5. Drivers should be aware of the precautions defined on the appropriate Material Safety Data Sheet.
  6. NO baffled trailers without a customer waiver. NO rear loaders.
  7. ALL trailers must have bottom-center four-inch male dry-break connections and be Scully Groundhog™-system (eight-pin) capable. Loading and overflow protection connections must be bolted, screwed, or welded to the trailer before arrival to load. Trailers with camlock connections in the loading manifold, and/or hatch mounted overflow protection will not be accepted for loading. Overflow protection probe must extend at least six inches into the barrel of the tank.
  8. Loading connections must be located in a six foot span that is centered 38 feet from the center of the front axle of the trailer.
  9. Loading connection(s) must exit to the passenger side of the trailer. The connection(s) must be parallel to the loading scale slab, parallel to the axle of the trailer, and must not be angled downward, forward, or rearward. The face of the loading connections must be a maximum of 19 inches from the outer edge of the tank and/or attachments (hose, racks, etc.) and be unobstructed by ladders, etc.
  10. Trucks will not be loaded to exceed national interstate limits (total 80,000 lbs. including rig and product).
  11. An additional flat charge of $300.00 will be invoiced for all transport truck loads of base oil that are less then 6,000 gallons and for any split product load regardless of the total volume loaded. The minimum volume for any truckload is 3,000 gallons.

Driver Requirements:

  1. Drivers must be at the plant at least 15 minutes prior to scheduled load time. If this is the carrier's first time to the plant, he or she must be there at least 30 minutes prior to load time to attend a 15-minute orientation. Drivers must attend orientation once each year.
  2. Drivers must open all valves and dome lids on trailer for inspection of compartments, load/unload lines and manifold prior to loading.
  3. Drivers must vacate cab and stand-by trailers during the entire loading process, and be available to the Excel Loader as necessary. After loading, while the compartment sample(s) is/are being processed, a driver lounge is available for use. The driver must notify the Excel Loader of his/her whereabouts at all times.

Standard Transport Truck Related Equipment and Charges:

  1. Free time at loading and unloading is one (1) hour. Thereafter, a detention charge of $12.50 per quarter hour will apply.
  2. Standard hose length is 30 feet and standard hose size is two-inch.
  3. Truck pump charge is $50.00.
  4. Multiple drop charge is $30.00 per drop.

Safety/Environmental Requirements:

  1. All safety procedures and instructions received from Excel loading personnel will be obeyed.
  2. Smoking is permitted only in designated smoking areas.
  3. The following minimum personal protective safety equipment must be worn: hard hat, safety glasses, and leather or rubber work shoes/boots with a distinct heel.
  4. The driver should immediately notify an Excel employee if he/she is involved in an accident or observes an unsafe condition.
  5. All drivers must comply with Excel or D.O.T. rules and regulations, whichever is more stringent, while operating transport vehicles within the Excel facility. Transport vehicles are NOT to exceed five miles per hour and will obey all signs and directives. While loading, waiting to load, or waiting for appropriate paperwork after loading, the vehicle's engine and electrical system (including CBs) must be turned off and the brakes set.
  6. All drivers are required to have a copy of the D.O.T. Emergency Response Guidebook.
  7. All spills must be reported to an Excel employee immediately. No product is to be drained from the transport vehicle to the ground. Containers used to catch drips must be emptied appropriately.
